Beijing State-owned Assets Management Co., Ltd. (BSAM) Fully Boosts AI Industry

At the turn of spring and summer, nature is full of vitality and ready for new prospects.

As the region with the highest talent density, strongest innovation foundation, most comprehensive key elements, largest industrial scale, and greatest competitiveness in the AI field nationwide, Beijing aims to "take the lead in building an AI-native city" and strives to "become a globally influential base of AI innovation and applications."

As a state-owned enterprise (SOE) in the capital, BSAM actively implements the Beijing Action Plan for Advancing "AI+" (2024-2025) and Special Action Plan for "AI+" in Municipal SOEs (2024-2025) of the SASAC of Beijing Municipality. By leveraging its rich industrial resources, it adopts multiple measures to boost the high-quality development of AI industry in Beijing .

 

Deep Involvement: Streamlining the AI Application Chain

Data, algorithms and computing power are three core elements of AI. With the strengths in information and digital industries, BSAM deeply engages in data circulation and utilization, vertical-specific large model R&D and application, fostering the construction of AI ecosystem.

By the end of March 2025, BSAM established Beijing Data Network Co., Ltd to build and operate a value-added collaborative network for data circulation and utilization, which is the core work of data infrastructure pilot constructed by Beijing Municipality for the National Data Administration (NDA). Through various technical road-maps, such as data markets, blockchain, privacy-preserving computation and trusted data spaces, this network aims to solve challenges in trusted circulation and supply-demand matching of high-quality data, ensuring the massive data can be "supplied," "flowed," and "utilized" well. Firstly, since data is generated by massive individuals, the traditional centralized physical storage has extremely high cost and low circulation efficiency, while the collaborative network employs the decentralized storage to facilitate data access when maintaining distributed storage; it also couples with centralized operations by sector/region, creating an interconnected "online supermarket" for data resources. Once the data is released, it can be retrieved all over the network; the services such as connecting, processing, trading, signing or delivery can be provided to make such data "available". Secondly, to address certain concerns, such as the easy misuse of private data, the blockchain and privacy computing technologies are introduced to create a "secure space" where data users can only access data within authorized scope; moreover, with traceable usage records, it enables that high-value "dormant" data due to unclear ownership and security concerns can be circulated. Finally, it fosters a thriving ecosystem all round where suppliers, demanders, brokers and annotators could collaborate in the trusted environment, enabling multi-party matching and end-to-end transactions. By the end of April, over 3,000 data products had been issued in the collaborative network, covering the public data, materials, culture/tourism, transportation and spatial fields, etc. The small-scale applications came into being. As scheduled, the main function of platform will be completed by the end of 2026 with aims to connect over 10,000 entities and launch over 30,000 data products, providing strong high-quality data support for AI industry.

Beijing Certification Authorities (BJCA) intensifies R&D to provide secure and trusted environments for AI ecosystem. It participated in drafting the national standard for "Trusted Data Space Technical Architecture," developed products for trusted data space identity and identification system based on commercial cryptography, such as unified identity authentication and key management systems; it also created the "Kunmi" platform based on the trusted execution environments of domestic chips with the commercial password certification obtained, which facilitates the development of trusted data-space connectors and the application of privacy computing.

CAPINFO aims to become a "leading smart city and data operator." Based on general models like DeepSeek-R1, it developed the "Hongdi" vertical-specific large model, which has been applied in healthcare insurance and government services. For example, the "Medical Insurance Digital Agent" enables natural language interaction and seamless processing for users; the "Housing Fund Digital Agent" effectively enhances service efficiency for customers via large language models.

 

Empowering Growth: Driving AI Industry Upgrade

As a foundational and driving technology, AI is leading the new wave of industrial transformation. BSAM leverages its resources in culture/sports, financial services, and tech parks to fully support the integration of AI with real economy.

On May 7th, Beijing announced 2025 World Humanoid Robot Games, the first comprehensive competition featuring humanoid robots in the world, to be held August 15-17. As a co-organizer, BSAM began the intensive preparations with its subsidiary Beiao Group responsible for event operations at the National Stadium and National Speed Skating Oval. This Games includes 19 events in three categories: competitive events, performance events and scene events, as well as 3 peripheral events of badminton, basketball and table tennis. The robot achievements will be intensively displayed and tested through a variety of competitive events. It will further foster the multi-disciplinary technologies, such as robot mechanical structure, artificial intelligence, large model, optics, sensors and materials, promote the iterative upgrading of robots, and accelerate its application in production and life.

At the Beijing E-Town Humanoid Robot Half Marathon in April, "Tianguang Ultra", a full-size robot developed by Beijing Innovation Center of Humanoid Robot, won the championship. UBTech, the initiator and managing company of the Center, is invested by the Beijing High Precision Industry Fund (managed by Beijing Industrial Investment (BII) under BSAM). This fund targets AI industry leaders and key supply-chain players, and attract new production lines, R&D centers and HQs to Beijing through providing full-chain services; it also built a stable and efficient ecosystem for industrial and financial cooperation through post-investment empowerment. By the end of April, 2025, it had invested in over 30 AI projects, including some industrial leaders like UBTech, Horizon Robotics, Zhipu AI and DeepGlint. In April, BII and the affiliates of Beijing Yizhuang Investment Holdings co-launched a Robotics and Intelligent Manufacturing Fund to boost the industrial synergy between the upstream and downstream robot enterprises.

Relying on the inside collaboration of BSAM, Guohua Guarantee, a subsidiary of Beijing SME's Financing Re-Guarantee Co., Ltd. (BFRG) partnered with Beijing AI Park to launch the special guarantee products of "Computing Power Loan" and "Algorithm Loan", helping AI enterprises in Beijing maximize the computing and algorithm resource utilization by leveraging their data assets.

Through the Beijing Equity Exchange of BSAM, more and more central and Beijing Municipal state-owned enterprises are seeking strategic investors for their subordinate AI firms. For example, BTG's Huike Tech attracted funding from Jingxi Industrial Fund and Beijing Zhongfa Venture Fund to deeply cultivate new ecology of "AI + Culture/Tourism," which obviously promoted its digital transformation. CAS GEOVIS introduced investors (e.g., Gongqingcheng Qihai Yunxing investment partnership) to strengthen its core technologies, such as variable resolution adaptive prediction and AI meteorological short-term and imminent extrapolation, so as to give timely and accurate early-warning of sudden severe convective weather, guide disaster prevention and mitigation, and provide assistance for public travel, transportation, water conservancy and so on.

Located in Zhongguancun, Beijing AI Park, the concentration of AI industry reached 90%. As the operator of the Park, Beijing AI Park is committed to act as the government partner and an AI incubator, creating a characteristic system of entrepreneurship incubation, computing data and ecological empowerment. It executes the "Beijing AGI Partnership Program" with over 260 firms reviewed and publicized; it deeply participated in the formulation, publicity and implementation of the AI "Computing Power Voucher" policy with the applications of over 110 firms reviewed, and built a computing power platform to provide cloud leasing and cabinet computing power storage for SMEs, so as to solve the problems of expensive computing power and difficult storage they faced. It also organized hundreds of application matchmaking events with over 200 industrial scenarios formed, and created a good environment for applications of large model; it has hosted AI summit (thematic) forum of Global Digital Economy Conference for three consecutive years, and jointly hosted AI ecology and computing forum during Zhongguancun Forum and Service Trade Fair, which built a high-quality exchange platform for firms in the Park.

BSAM tech parks also support AI industry beyond Beijing. BSD Changchun Beihu Science Park precisely aids AI firms with certifications, financing and equity listings: it helps AI firms apply for certain certification of high-tech enterprises or provincial SMEs in Specialized New Sectors, and facilitates their funding through multiple channels like CCB credit loan and Everbright intellectual property pledge loan; it also provides listing guidance in regional equity trading markets to open up equity financing channels. BSD Tianjin Eco-City E-commerce Park provides a live studio and a selection center as a robot testing ground to support their scenario testing and iteration, and also provides user profile analysis for firms based on their consumption data accumulated; it cooperates the colleges and universities in Tianjin to offer courses on robot operation/maintenance and industrial vision, so as to cultivate the technical talents; moreover, it organizes the live broadcast bases to offer promotion live-streaming for AI firms, in order to publicize robot applications to common households.

Enhancing Application: Leveraging AI to Improve Efficiency

Since good tools are essential to do the job well, BSAM embraces "digitalization" as a strategic direction, and actively drives AI adoption in its affiliates to innovate service modes, re-engineer process and production means, which has significantly improved efficiency and led to the overall progress in industry productivity.

Beijing Credit Co. Ltd., a subsidiary of BFRG, pioneered the "Re-guarantee Digital Intelligence Platform". By integrating multi-dimensional data such as industry and commerce, justice, finance and taxation, it can provide user profiling, and facilitate the accurate matching and risk control in the guarantee and re-guarantee business. Based on general large models, such as DeepSeek, and AI capabilities such as knowledge mapping, it also launched the first AIGC vertical model, "ZaiXiang Large Model" for the guarantee industry, which can undertake tasks like Q&A, intelligent service, document drafting, preliminary review and contract generation, leading an intelligent transformation.

Beijing Equity Exchange created an online intelligent platform, "Beijing Exchange & Investment" to provide investment banking services, which could accurately push information and intelligently match between investor and financier through AI technology, effectively improving the investment and financing efficiency. By the end of April, it had gathered over 50,000 investors in its database, facilitated RMB 12.8 billion in transactions and annually served over 5,000 projects each year.

Under the guidance of the competent authorities, Beijing Depository and Clearing Co., Ltd., developed a panoramic and multidimensional off-site supervision platform for local finance, covering all local trading venues, small loans, financing guarantees, commercial factoring and financial leasing companies in Beijing. By building the unified data criteria and interfaces, it effectively integrates various data resources to realize functions, such as intelligent analysis and comparison of data, intelligent early-warning of risk control models and automatic generation of regulatory reports. By the end of April, it had processed over 2.0 billion data entries, generated thousands of regulatory reports and supervised over RMB 1.0 trillion in funds, which effectively mitigated the financial risks.

Beijing AI Park built an "Agent Platform". Based on the natural language understanding and logical reasoning ability of general large model, it can personalize AI assistant for multi-scenes and provide many applications, including strategic insights, decision assistant, Q&A services, intelligent drafting and so on.

In Beijing Tongzhou Circular Economy Industrial Park, Green Power Group launched the first digital smart waste power generation project in Beijing. Since it is one of projects in the original technology source of Beijing SASAC, the digital management has been realized specific to the waste incineration, flue gas treatment and waste repository management; Integrating the big data, in-depth learning and AI management, it finally achieved the accurate prediction, intelligent control, stable operation and efficient combustion during the whole process of waste incineration. Combined with its proprietary dioxin online warning system independently developed by Green Power and pioneered in China, it can effectively reduce pollutant emissions by early warning and precise regulation on emission indicators. Experts recognize it as domestically leading and internationally advanced in application scale, which sets a benchmark for the industry.

Through smart upgrades,the intelligent resource scheduling is achieved and operation energy consumption reduced for National Stadium ("Bird's Nest") and National Aquatics Center ("Water Cube/Ice Cube"), which is also an important support of BSAM contributing to post-Olympic venue operations.

BSAM will continuously lay out AI industry in Beijing, drive its affiliates for innovation and advance AI technology, industrial development and application empowerment. It strives to be the vanguard of AI industry, and makes more efforts to Beijing "taking the lead in building an AI-native city" and "becoming a globally influential AI innovation source and application highland".
